To uphold our right to peacefully assemble as well as to safeguard our freedom of expression, the rakyat must pressure the government to repeal the Peaceful Assembly Act (PAA).
The PAA, which was passed by both Houses of Parliament recently, bans street protests and strongly suppresses all forms of assembly, i.e. defined as a public gathering of more than three persons.
A group calling themselves Kill the Bill, together with Kempen Kebebasan Berhimpun and the Selangor Chinese Assembly Hall’s (KLSCAH) Civil Rights Committee, is jointly organizing a forum tomorrow to discuss the implications of the PAA on civil society movements.
The forum organizers believe that any act or law which restricts the freedom of assembly is no longer feared by the people of Malaysia who “have kick-started a strong wave of awakening, solidarity, and defiance against bad laws which strip away their constitutionally guaranteed rights”.
Malaysia after the Peaceful Assembly Act

Speaking in English/Malay will be:
- Shahredzan Johan (chairman of Bar Council constitutional law committee) who will talk about the council’s efforts and next steps to defeat the bill
- E. Nalini (Suaram executive director) who will talk about the implications of the PAA on NGO and community movements
- Wong Chin Huat (political scientist and social activist and key founder of Kill the Bill) who will talk about the legitimacy of civil disobedience, and
- Adam Adli (student activist) who will talk about the implications and impact of the PAA on student movements
Moderating the session is Kee Thuan Chye (civil rights activist, prominent writer and actor)
In the latter half of the forum, representatives from civil society movements will be sharing their experiences with the audience on defying the PAA.
