Are the words and decisions of a sultan or king beyond fault (or ‘sacred’) and beyond question? Is the public not entitled to know the rationale behind his royal command?

The simplest way to curb corruption is by totally abandoning the system of negotiated tenders and following instead the guidelines for open tenders and procurement laid down by the World Bank and other international development bodies.
